Selling capital equipment to a B2B buying committee

Public equipment purchases put the buying committee in writing: who sits on it, how they score you and what they ask for. Read four of those documents, from a town's screw press to a college's CNC tooling, and you have a working map of who decides on a machine or automation cell, and the one asset each person needs from you.

A maintenance lead and a finance manager watch a packaging machine run behind its guards at a factory test.

On Oct. 17, 2023, the town administrator of Henniker, New Hampshire, asked the board of selectmen to award a $295,000 screw press to BDP Industries of Greenwich, New York. The staff report names the B2B buying committee behind it: the consulting engineer, Underwood Engineers, which drafted the request for proposals and reviewed the bids; the wastewater plant superintendent, who recommended BDP; the town administrator; the state Department of Environmental Services, which approved the RFP, noted that state revolving loan or federal ARPA money might pay for it and applied American Iron and Steel rules; and the board that voted. BDP had run its press on site for three days in August 2022, 14 months before the award.

Henniker’s paperwork maps that committee for one machine. Private plants rarely write it down, but the roles are the same: engineering, operations, maintenance, safety, finance and purchasing, often with an outside engineer and an executive or board above them. Each can stop the deal for a different reason. The way to sell capital equipment is to give each role the one asset that answers its objection and a reason to meet you.

How big is a B2B buying committee for capital equipment?

Gartner’s B2B buying journey page says “the typical buying group for a complex B2B solution involves six to 10 decision makers,” and that buyers spend only 17% of their purchase time meeting potential suppliers, which can leave as little as 5% or 6% with any one rep when they compare several. Gartner does not date the research on that page. Either way, most of the committee will judge you on what they can read without you.

What does a buying committee look like on paper?

Public buyers must publish how they choose, which makes their documents a useful look inside the room. Henniker is one, and three more follow.

A blower purchase in South Carolina

On Nov. 3, 2023, the North Charleston Sewer District issued a request for proposals, prepared by the engineering firm Hazen and Sawyer, to preselect blowers for the Felix C. Davis treatment plant. It set out a weighted evaluation on six criteria (the weights were not published): life-cycle costs (capital and operations and maintenance), performance, operation and maintenance, constructability, supplier experience with similar blowers, and electrical requirements. It asked for the location of the nearest service center, a five-year service contract cost, a five-year spare parts cost, and every part expected to need replacement over a 20-year service life, with costs and intervals. The winner would be named in the specification and then contract with whoever won the general contract, at the price already negotiated.

A blower service contract in California

In 2025 the City of Fresno sought proposals for maintenance on six Turblex blowers at its regional wastewater plant. Per the council item, approved Nov. 20, 2025, a selection committee drawn from two divisions, Utilities Planning and Engineering and Wastewater Management, evaluated three proposals on the ability to service the blowers, preventive and emergency maintenance, experience, personnel qualifications and safety certifications, parts availability, equipment quality and cost. Lone Star Blower won at up to $154,950.

CNC equipment for a Texas college

Cisco College’s RFP 23-04 for Haas CNC tool equipment, opened July 13, 2023, published its scoring: product qualifications and brand, 30 points; industry experience, 20; cost, 30; delivery and installation timing, 20. The college evaluated and ranked the offers, and a purchasing committee recommended the vendor to its Board of Regents. Anyone proposing a different brand than the one specified could be asked for a sample or demo within three days.

What the four documents have in common

Read across the four and the committee’s questions are plain. Engineering wants proof of performance against a spec, which in Henniker meant a pilot on site. Operations and maintenance want service locations, parts lists, intervals and costs. Safety shows up as personnel certifications. Finance wants life-cycle cost, not price. Purchasing wants delivery dates and terms. All three that publish their scoring criteria list cost, and only Cisco College’s RFP puts a number on it, 30 of 100 points. In none of them is cost the whole score.

What does each member of the buying committee need from you?

Role Why they stop deals The one asset to give them A reason to meet
Engineering Performance not proven for their material, part or process A sizing study or test on their sample, with the data Review the test results together
Operations Fear of a long ramp and lost output during changeover An uptime and throughput case from a similar line, with the baseline Walk their line and mark the cutover plan
Maintenance Parts they cannot get, training they will not receive, one more brand to support A 10-year parts and service plan: nearest service center, spares list, intervals, costs Site visit to a running installation
Safety and EHS A new risk they will own after you leave A safety file: risk assessment approach, guarding, standards met, training plan Pre-install risk review
Finance Payback that rests on assumptions they cannot check A payback model with their numbers and your assumptions labeled Build the model with them
Purchasing Terms, delivery risk and price escalation Terms, delivery schedule, warranty and escalation method in writing Close the commercial gaps early

Henniker shows what the engineering asset can do. BDP’s bid letter admitted its 12-inch press did not meet the specified filtration area, then pointed out that it was the same size as the pilot unit that had already shown it could reach the specified throughput, cake solids, solids capture and polymer dosage on site. The pilot report listed the parameters of interest: cake dryness, access to spare parts and service, automation, loading rates and polymer dosage. A pilot measured on the committee’s criteria is the strongest asset you can bring.

How do equipment makers address each role on their websites?

We reviewed the sites of six equipment and automation makers on Oct. 26, 2026, looking for the best example of an asset aimed at each role.

Finance was the best served. Mazak Capital Equipment Financing promises approvals “often within 24 hours” and pitches preserving bank credit lines for working capital. Vention puts a 1.3-year average payback and 4.7x average customer ROI on its homepage, without saying how either was measured.

Maintenance came next. Bystronic’s ByCare service packages are sold as modules, with an FAQ on extending the machine warranty beyond 12 months, and its parts webshop runs around the clock. Vention offers live video help on the machine’s pendant “within 10 minutes.” Mazak’s US parts page claims 97% same-day shipping. For a wider look at what the maintenance team sees, read our review of ten other machinery and equipment makers’ parts and service pages.

Engineering and operations were served through testing and stories. BDP Industries offers laboratory testing for equipment selection and machine sizing, and its case studies give numbers, such as the Ogden Water Treatment Plant, which doubled capacity and cut polymer use by more than 80% after replacing a screw press with a BDP belt press in 2019. Engineers look for results like that, and our scoring of eight application stories shows what else makes one worth reading. FANUC America’s Pearl Crop case study says rented robots fully automated a palletizing line that had needed four workers.

Purchasing got one strong example. Bystronic posts its ByCare service and repair terms, dated March 15, 2024, as a PDF anyone can read before a negotiation.

Safety was the thinnest. Bystronic describes its certified training as being for “safe, efficient machine use,” and the Pearl Crop story mentions lower ergonomic injury risk, but none of the six sites, Hurco included, had a page we could find that a safety manager could use to review a purchase. For a machinery maker, it is the cheapest gap on the list to close.

How do you sell to a committee you never meet in full?

Map the roles on every opportunity. Add a buying-role field to contacts in your CRM and a checklist on each deal: which of the six roles you have met, and which asset each has received. A deal with one contact is a forecast risk, and sales managers should treat it that way.

Send assets in the order objections arrive. Engineering and operations usually come first, then maintenance and safety once the shortlist forms, then finance and purchasing at the end. The outside engineer, where there is one, reads everything.

Run pilots against the committee’s criteria. Agree the metrics, the dates and the exit before the machine arrives, and write the results in a format the committee can forward.

Find the outside engineer early. In Henniker and North Charleston, an engineering firm wrote the RFP, and in Henniker it also reviewed the bids and made the recommendation the town followed. Private plants use outside engineers too, for expansions and for anything that touches permits. The engineer decides which criteria get weight and what the specification says, months before purchasing sends anything out. Give them editable specification language, performance data and a life-cycle cost worksheet they can reuse.

Build the life-cycle cost model the way the buyer will. The North Charleston RFP is a good template because it lists what a careful buyer counts: capital cost, wire power draw at five design operating points, a five-year service contract, five years of spares, and every replacement part over 20 years with its interval. If your machine wins on total cost and loses on price, that worksheet is how finance finds out.

In your industry

Industrial machinery and equipment

Your committee usually includes maintenance and an outside engineer or the customer’s corporate engineering group. Life-cycle cost and parts availability carry weight that list price does not.

Automation and industrial tech

Expect an integrator between you and the plant, and expect safety to rise in the committee as the new robot safety standards tighten what a cell has to document. The integrator is often the one assembling the documents, which is why marketing through a system integrator belongs in the same plan.

What to do Monday

Pull your last five capital equipment wins and losses. For each, list who was on the buying committee and which of them you met. Then build the one asset you are missing most often; for most machinery makers that will be the safety file or the 10-year parts and service plan. Put it on your site, ungated, where a committee member who never talks to sales can find it.
